Rulings: -This effect only happens once the wounds actually go on a character. If, say, a level 3 cleric tries to banish a wound from himself, he will do so before the wound prevents him casting it. -If suffering a wound is a cost of an action (e.g. Primal Rage) the level loss incurred doesn't hinder the ability to meet the level requirement of THAT action.
